บริษัทเอสแอลพี เอ็นไวรอนเมนทอล ได้รับมอบหมายให้จัดทำการประเมินผลกระทบทางสิ่งแวดล้อมและสังคม (ESIA) สำหรับโรงไฟฟ้าพลังงานความร้อนขนาด 300 เมกะวัตต์ที่กำลังมีการพัฒนาอยู่ในเมืองย่างกุ้ง ประเทศเมียนมาร์ โดยการศึกษา การประเมินผลกระทบทางสิ่งแวดล้อมและสังคมสำหรับโครงการนี้ จัดทำเพื่อเป็นส่วนหนึ่งตามข้อกำหนดทางกฎหมาย ระดับชาติและ Good International Industry Practice (GIIP) ซึ่งมาตรฐานการศึกษาประกอบด้วย:

• International Finance Corporation (IFC), Environmental, Health, and Safety Guidelines ELECTRIC POWER TRANSMISSION AND DISTRIBUTION (April 2007)

• เพื่อตรวจสอบการดำเนินงานของโครงการและระบุถึงส่วนกิจกรรมที่มีแนวโน้มการส่งผลกระทบต่อสิ่งแวดล้อมหรือสังคม
• เพื่อให้มั่นใจว่าผลกระทบที่อาจเกิดขึ้นในสภาพแวดล้อมทางธรรมชาติและ/หรือทางเศรษฐกิจและสังคมซึ่งเป็นผลมาจากการพัฒนาโครงการนี้มีการระบุไว้อย่างชัดเจน และ
• เพื่อพัฒนาแผนการจัดการและตรวจสอบทางสิ่งแวดล้อม(EMMP) ที่เหมาะสม เพื่อให้มั่นใจว่าผลกระทบที่อาจจะเกิดขึ้นนั้น หากเป็นไปได้ต้องมีการป้องกัน บริหารจัดการ และ/หรือลดผลกระทบนั้นๆ

Geneva, 26 August 2016 - Undertaking an ESIA requires data, expertise and a sound understanding of the legislative, environmental and human context for the project proposed. To navigate these subjects and to ensure a thorough process is followed, the CSI has developed an updated version of Guidelines for Environmental & Social Impact Assessment to support cement companies with their ESIAs.

The guidelines are a revision of the 2005 guidelines and now offer major enhancements like:

• More visually-appealing with tables, explanatory graphs, case studies and useful lists
• More user-friendly, with a structure that follows the ESIA process itself
• Hyperlinked references, glossary and practical appendices
• Content reflects recent advances in understanding and best practice in the field of ESIA
• A practical resource with a specific focus on the cement sector context and requirements

The guidelines provide detail on the following topics in particular detail: the screening and scoping phases, the baseline study and report, impact assessment, stakeholder engagement and environmental and social management and monitoring (ESMM). These key topics are addressed in a detailed but practical manner with reference to related CSI resources where relevant.

In developing these guidelines the CSI aims to help companies to push beyond the basic minimum requirements for ESIA and the fundamental avoidance of negative consequences and instead to use the ESIA process to generate opportunities to bring value to communities and to enhance biodiversity.

An information webinar was organized on 5 July to present crucial elements of this document and solicit stakeholders' feedback. You can watch the recording and download the presentation.

The guidelines have been prepared to reflect international good practice. Cement and aggregates industry operators (existing and future) are encouraged to use the guidance to inform the development of an ESIA as part of the process required to secure governmental permissions for the implementation of new investments and expansions to existing operations globally.

The objective of this document is to guide users through the ESIA process, in accordance with international good practice. It offers a practical guide for all projects—both large and small scale. The guidelines are intended for use by both ESIA practitioners and project decision-makers. Where relevant, the document references the CSI Charter.

CSI member companies are all signatories of the Charter www.wbcsdcement.org, which lays out a suite

of actions to be carried out by companies as part of their contribution to sustainable development. These actions relate to several topics that should be addressed in an ESIA, for example, CO2 and other emissions, responsible use of fuels and raw materials, employee health and safety, and impacts on water and biodiversity.
